1998 yamaha blaster T.O.R.S SYSTEM HELP?

i have a 1998 yamaha blaster i rebuilt the engine with new piston and rings. it wont start unless i force it too and dump gas into the cylinder head first. then i have to adjust my airflow and gas mix pilot screw and it revs realy high. i tried adjusting the air pilot screw to stock settings it didnt work. i need to know how to set my idle correctly and gas flow. i need to know how to correctly set my idle on hand bars where throttle cable goes into throttle box. I ALSO HAVE A BIG PROBLEM with my THROTTLE OVERRIDE SYSTEM. i think its stopping my bike from running. there is a screw on top of the T.O.R.S SYSTEM how should i set that screw because i tried messing with it and it got me nowhere. please explain the t.o.r.s system. and i do have a book on blasters but it doesnt help. please help first hand and be specific.
