Why is my phone vibrating when I charge it but will not turn on?

I went to the beach this weekend and accidentally my phone got wet in the water. I took the battery out and dried it as much as I can. Now the phone does not turn on but when I try to charge it, it vibrates. I have a red samsung blackjack. Does that mean that the phone is still capable of functioning or is it dead?
